但麥艾文也指出，另一個關鍵在於中國經濟。只要會影響經濟穩定的決定，北京都會很嚴肅看待，而在執行制裁北韓的行動上，會觸及經濟議題；制裁北韓的方法對中國自身利益的影響，將比美中關係對中國要如何執行制裁決策有更大影響力。

中央社16日報導，卡內基國際和平基金會舉行「北韓議題的聯盟政策」研討會，與會前中情局（CIA）北韓問題資深分析員金成美（Sue Mi Terry，音譯）及曾任聯合國北韓制裁委員會的日本學者古川勝久都認為，聯合國安全理事會針對北韓的制裁決議，應更確實執行，尤其是中國政府執行制裁的效率與程度，仍有改進空間。

麥艾文強調，川普上任後的美中關係仍是未知數，但他一開始選擇以台灣議題來施壓，以要求北京在北韓問題上更合作，這是先在美中關係中製造困難，「不會有效果」。對中國而言，台灣議題非常獨特，能將中美關係裡的氧氣完全吸乾、消耗殆盡，而這會讓美中合作制裁北韓變得更複雜，對北韓來說，反而能好整以暇。

前白宮國安會亞洲事務資深主任麥艾文（Evan Medeiros）15日（當地時間）表示，美國候任總統川普在亞洲事務的起手式，選擇拿台灣議題施壓北京在北韓問題上合作，這並不會有效果。
